PROMOTIONAL EXAMINATION PROCEDURE

1. GENERAL

A. Promotional examinations for all career positions in the department shall be held upon sixty (60) days notice of any or all position vacancies. Employees of the department who meet the following eligibility requirements shall be eligible to take promotional examinations.

1. Service Requirements:

1. 5 years service as a Paramedic/Firefighter to be eligible to test for promotion to an Engineer.
2. 3 years service as a Engineer to be eligible to test for promotion to a Lieutenant.
3. Lieutenant to be eligible to test for promotion to Captain.

2. Training Requirements:

It is understood that the Officer I, II and III Program training is a requirement for all future appointments to the Officer level of Captain or Lieutenant with the Delta Township Fire Department

B. Promotional examinations will be given to all career employees eligible for the next higher rank. However, the Township reserves the right to open the promotional examination to any other career employees at a lower rank if the candidates directly below the position opening do not qualify for the next higher rank.

C. Promotional examinations shall be conducted by the department under the immediate supervision of the Fire Chief or his/her designee. The Township shall not be limited from going outside the department and its career employees to seek applications from qualified candidates if deemed necessary.

D. The Township shall select from the top three (3) eligible candidates when filling any or all position vacancies.

2. EXAMINATION PROCEDURES

1. Written examination questions for all ranks shall be prepared under the general supervision of the Fire Chief or his/her designee.

2. Candidates will be required to satisfactorily complete 150-180 written questions with a minimum passing score of 70%.

3. Performance examinations shall consist of hands-on testing of fire apparatus and equipment at several stations for all Engineer candidates.

4. Normal weight of a written test is 70% and performance is 30%. The candidate may elect to have 40% possible credit for the performance test and 60% for the written test. The decision to select the 40% credit must be made prior to the promotional examination.

5. For the rank of Lieutenant and Captain, there is hereby established an assessment center process. This test will cover the applicant's managerial abilities including the Oral Interview, Oral Presentation, Managerial Decision Making and a Situational Exercise/assimilation. The weight of each station shall be: Written Examination-50%, Other ? 50%.

6. Starting times for all examinations shall be posted. Applicants arriving late to any examination will not be allowed to take the examination.

7. Any request for accommodation must be made 48 hours in advance of the starting time.

3. ADDITIONAL TESTING INFORMATION

1. Study materials for all ranks shall be available sixty (60) days prior to testing.

2. No books, paper or reference material will be allowed in the examination room except for those materials provided by the proctor.

3. Service points shall be computed as follows: 1/2 point for each twelve (12) months of career service completed with the Delta Township Fire Department as of date of examination; maximum allowable service points is six (6). Service points will be added after test scores are computed. Service points may not be used to meet minimum test requirements.

4. Security procedures: all tests and materials shall be secured by the Fire Chief or his/her designee until tests are proctored.

5. No appeals. Final scores for all written, performance and assessment center examinations are not appealable. Posting shall be done within ten (10) days of test(s).

6. Promotional Examination Application: Attached is a copy of the Promotional Examination Application. This application must be returned to the Fire Chief's office by 17:00 hours on the date set by notification of the Fire Chief.

7. Promotional Lists: Any current promotional list(s) of eligible candidates shall remain in effect for up to eighteen (18) months from date of examination.
